WHERE TO LOOK: the briefcase is not lying in loot — it drops from Black Division fighters, so head to Terminal or Icebreaker where they spawn.
Not every one of them carries it: plan for several runs rather than one lucky body.
The briefcase is a quest item: not on the flea market, only from raid.
