The hideout looks like a side mechanic until it turns out that half of the late-game tasks require built modules, and without them neither good crafting nor decent regeneration unlocks.

The order below is not the only correct one, but it gives the most benefit for the fewest resources.
1. Water collector — you need water constantly, and without it you will be buying it forever. 2. Generator — power for everything else. Without it half your modules sit switched off. 3. Medstation — healing between raids stops eating your budget. 4. Nutrition unit and Rest space — regeneration and energy, meaning fewer consumables. 5. Workbench — ammo crafting and repairs. One of the few modules that pays for itself in cash. 6. Intelligence center — shortens trader times and unlocks part of the story objectives.
Building everything to level one everywhere. A level-one module usually gives a token effect while spending real resources. Better to take three or four key modules to level two or three than to put level one on ten of them.
Some tasks explicitly require a built module of a given level — the story chains want Intelligence center level 1 and level 3, for instance — and part of the rewards is paid at an increased rate when the intelligence center is built: on task pages here you will see lines like "78,750 roubles with Intelligence Center LVL 1".
